Total productive maintenance is a way of running a plant in which operators take on basic care of their own machines and the whole organisation is measured on equipment effectiveness rather than on maintenance activity. Most of what TPM requires is cultural and none of it is bought. What software has to do is support three specific things without getting in the way: let an operator raise a job in seconds, hold autonomous care checks separately from technician PM, and record losses by cause so that effectiveness can be improved rather than just reported.
Operators raise jobs, so the raise has to be trivial
An operator is not a technician and will not fight a form mid-shift. Two taps and a photograph at the machine, ideally from a code on the machine itself. If raising a job takes longer than mentioning it to a supervisor, TPM will run on conversation and leave no record.
Autonomous care is a separate schedule, not a lighter one
Operator checks are frequent, short and different in kind from technician PM. Holding them as a distinct task type stops them being merged into the maintenance schedule, where they distort the load, and stops technician PM being quietly reduced because operators are 'doing it now'.
Losses by cause is the measurement that matters
OEE without a breakdown by cause is a number that goes up and down and cannot be acted on. What improves things is knowing which losses were breakdowns, which were setup and adjustment, and which were small stops, and that means recording them at the machine as they happen.
The maintenance function still needs its own numbers
TPM does not remove the schedule or the register. On the worked example this site publishes, the PM load is still 66 technician hours a month and the reactive share is still the honest health measure. TPM changes who does the basic care, not whether the arithmetic has to be done.

Do we need special TPM software?
Rarely. A CMMS that lets operators raise jobs and holds two schedules covers most of it; the OEE half often lives with production systems already.
Where does TPM usually fail?
When operator care is announced without removing anything from operators' existing load, or when technicians read it as a threat to their role rather than a change to what they spend time on.
Is OEE a maintenance metric?
Only partly. Availability is maintenance's; performance and quality are largely production's. Owning the whole number without owning the whole process is how maintenance ends up accountable for a factory's throughput.
